Chapter 150 of the City's Code of Ordinances is the Land Development Code, which codifies all ordinances regulating the development and use of real property subject to the planning jurisdiction of the City of Sunset Valley.

The Land Development Code was adopted to:

• Protect and promote the health, safety, morals and general welfare of the community of the City of Sunset Valley;
• Ensure the safe, orderly, and healthful development and expansion of the City of Sunset Valley, in accordance with and pursuant to the Comprehensive Plan of the City of Sunset Valley;
• Maintain the environmental balance of the area;
• Conserve, develop, protect, and utilize natural resources, as appropriate and consistent with the public welfare and interest;
• Prevent the overcrowding of land and avoid undue concentration of population;
• Lessen congestion in the streets and provide convenient, safe, and efficient circulation of vehicular and pedestrian traffic and enable emergency vehicles to safely and speedily reach their destinations;
• Facilitate the adequate provisions of transportation, water, wastewater, schools, parks, and other public requirements;
• Secure safety from fire, flooding, panic, and other dangers;
• Provide adequate light and clean air;
• Promote tranquility and the preservation of the rustic character of the flora and fauna within the city's jurisdiction.
• Promote economic development through an efficient and practical means by which development can proceed in compliance with the provisions of the Land Development Code and other applicable laws; and
• Protect the Edwards Aquifer and the city's drinking water supply and prevent excessive pollutant loadings in creeks.

The Comprehensive Plan for the City of Sunset Valley (the City) is an update of The Master Plan for the City of Sunset Valley adopted on February 21, 1995, which it also replaced. It is the Comprehensive Plan required in Chapter 211, specifically 211.004, of the Local Government Code of Texas with which zoning regulations must comply within the incorporated area. It is also the development guide for other implementing ordinances, including but not limited to the Subdivision Ordinance and the Watershed Ordinance, that apply to the City's incorporated area and its extraterritorial jurisdiction (ETJ), especially as to the density of development, the location of roads and utilities, the protection of environmental quality, preservation of the area's natural resources and places of historical, cultural, or architectural significance, and the promotion of the health, safety, and general welfare of the community. 

The Comprehensive Plan constitutes the adopted policy of the City of Sunset Valley toward land use, development and redevelopment, capital improvements, and the provision of services within the incorporated area and it's ETJ. The Future Land Use Map contained in this plan is the graphic representation of that policy as further defined and detailed by the implementing ordinances. 

The City has begun the process of creating a Capital Improvement Plan (CIP) to address the City's needs over the next five years. This includes upgrading infrastructure like water, wastewater, and streets as well as open space and planning projects for the City. The Public Works Department, with the assistance of the Public Works Committee and Planning and Environmental Committee, have been reviewing a draft copy of the plan that has been prepared by the City's engineer.

The Sunset Valley Parks and Open Space Plan, adopted in January 2023, provides a vision for the future of Parks, Conservations Areas, and Greenspaces in Sunset Valley. It sets a comprehensive plan for balancing environmental restoration and a responsible use of resources with the community's desire for additional parks amenities, such as playgrounds, community garden, and a farmers market pavilion.  

Asakura Robinson and the Parks and Open Space Ad hoc Committee presented the final draft of the plan to City Council on November 15, 2022. The City Council approved a Resolution adopting the Parks and Open Space plan on Tuesday, January 17, 2023.
